That was in fact the Rescue Rangers! This was also supposed to get a reboot / spinoff series from this show. For many if us who grew up with the original Rescue Rangers, Gadget Hackwrench was an early crush. There is/was actually a cult founded in Russia based around her. I often wondered if she'd have had a similar effect on the reactors in this community. Steelbeak was a villain on the old Darkwing Duck series. Odds are if you recognize Jason's voice but can't pinpoint from where, it's probably a TikTok meme. And it probably came from Big Mouth.

Stealbeak is one of my favorite Ducktales/Darkwing Duck villians. Red Heron even said real briefly in this episode that she broke Stealbeak out of a st Canard prison. St Canard is the city where Darkwing Duck takes place. I love how they connect all the Disney afternoon shows together into one show.

To clear up your confusion, Bradford says at the end that he had to "...return the Ducks to Funzo's, bring Steelbeak here, and restore [Heron's] intelligence, as it were." So, yes, every single thing that happened in this episode, minus Red Feather and Odd Duck, was 100% real. Dewey's just too naïve to take off the glasses and find out. And "Suavepad" only kept his on because they make him look smart.

I really love this episode because I love how launchpad tries to take care of Dewey. Even before he is smart he is willing to jump in front of Dewey to protect him from the in game gun. I also love that launchpad becomes smart and solves everything and then cant tell anyone else. Really builds the suspense for us viewers.
