The significance of moving Whiteroses project to the Congo is that China just annexed the Congo. With WhiteRose being in control of China's action the project can be run as a state project with no scrutiny in Congo. Whereas now Whiterose's project that is under the Washington Township nuclear plant is owned by Ecorp and subject to inpections by US regulators. So I imagine that Whiterose cannot try lots of experiments with her project until it is in the Congo. Remember Ecorp would not agree to 3rd party inspections of the nuclear plant when dealing with the class action lawsuit from them covering up the toxic waste scandal that killed several E Corp employees including Angelas Mom and Elliots dad. Hopefully this answers your question to why whiterose wants to move it to the congo.
