Addition of "Request Tier" and "Tier 1" (now Supporter Tier) Update (Patreon)

I have now seperated the privilege of making requests to a higher tier and made made it once per month. Main things to note:

- The "Supporter Tier" or "Tier 1" supporters who have supported me since August or September can keep making requests without needing to be a member of the "Request Tier" as a token of my apprecation for supporting me this early on.

- The once per month period will start after next week so the people who made a request this week can also make another the next week but I will be taking them once a month after the start of October.

- I'll most likely sometimes make character polls which all members can vote in. Probably will also make some only for paid members too.

This is not because I don't like your requests or I am bothered by them. I have a lot of fun doing them but It's because often at times it is hard to keep up. I hope you understand.
