The thing with the new crazy guy replacing Pete at the end of the episode is because here in America certain states will literally try to ship their homeless to another state in attempt to “clean up their state.” The end was a statement basically saying if we all do this we’re just shipping the problems all around instead of actually addressing the root of the issue.

My sister's college town had a disproportionately high number of homeless people because the capital bused them out as a way to "clean up the streets." My major city closed the massive shelter for families experiencing homelessness and transferred them to neighboring states. America deals with homelessness the way I move my clean clothes back and forth between my bed and desk chair instead of taking the time to fold them and put them away. Only I, unlike America, eventually actually deal with my mess. It's amazing how It's Always Sunny is still covering poignant topics all these seasons later.
