Regarding the "weight of the crime" and the huge "reveal" falling flat, it might be the fault of how it was adapted and directed. I don't think the episode is trying to convince you that what Ichinose did was absolutely unforgivable and shock you with it. It's showing how much she isn't able to forgive herself. How much she hasn't been able to move past it. Sakayanagi doesn't actually believe that Ichinose's actions are unforgivable. She's trying to attack Ichinose's "inflated" sense of guilt to make her break in front of her class. And she would have most likely succeeded if Ayanokouji didn't get to Ichinose first. But, as Sakayanagi states at the end, she mainly wanted a little warm up competition with Ayanokouji. To feel him out and test how he operates.

So honestly, I felt the same about the Ichinose reveal when I first watched it. On later review though. I realize that my focus was wrong. The big takeaways here are: 1) Ichinose, who has so far been depicted as the "perfect, nice girl" of this school (Which honestly is really saying something at this school) is flawed as well. While it wasn't some crazy crime, this does have the potential to "weaken" the strength of the bonds within her class. They have all put a lot of trust in her and now they actually have a reason to doubt her in the future. The "but what if she does it again" possibility, I think is the biggest damage here. 2) Ichinose has been shown to kind of crack easily under direct pressure. Which is something of note for later when she's potentially our enemy. As ya'll said, her crime isn't even all that severe AND she's already done the formailities to have resolved it formally. The only thing that wasn't forgiven in this incident was herself - which is what Sakaynagi tried to exploit. Side-note: At the start of this show the teacher told us that most of the people in this school are flawed in some way that makes them unfit for "society". Up until now we have only seen our classes issues and former-class C (Ryuen's class) take front and center. Which the school deemed the lower half of the class. I suspect the higher class we go the less "severe" the crimes/issues will be, overall. They clearly thought Ichinose was of higher fare than the others by putting her in Class B from the get-go and as it turns out her crimes/issues are not only not all that bad and are much more forgivable.

IMO Sakanagi wasnt expecting ichinose to admit to it. So she called it “unforgiveable” tho i agree the reveal was not very good. But I felt like the crime isnt what she cared for. I felt like she was trying to gaslight hard into thinking it was? Also not 100% sure, but im pretty sure in the LN, Ayanokoji talks to Ichinose first, then we get sakayanagi confronting scene. The anime flips the scene some reason. But the reveal was weak because author didnt want Ichinose to look evil but he needed a way Sakaynagi to antagonize her? So he put in the shoplifting

Also its not explict, but the rumour that spread that wasnt about Ichinose was from Ayanokoji. He got the info from Kushida and spread stuff like “Shinohara is a prosistute”, “Ayanokoji has a crush on Kei”. Something that was ommited from anime was Ayanokoji puts some things that are lies and some are real stuff from Kushida.

It's also worth noting that social norms/expectations are different in Japan. Something we consider "not the end of the world" is not as forgivable over there. They hold social trust and honor way more than the western world. Even if under the hood those things can still happen, you can get shunned for it more formally as opposed to behind your back. It can be really damaging for your future. So I think your frame of reference needs to be reoriented to understand why the "crime" was hyped up the way it was.
