It is complicated to say, even for the Olympians, because there isn't a simple formula to calculate here. But assuming things went 'well' and Apollo was able to recover what he had pre-Titan's Game, this would be more 'across the board serious upgrade' and 'enough power to be considered a minor God, even without an Apotheosis'.
