A few years ago, I bought some ice packs. When it's hot, I wrap one in a hand towel and stuff it into my shirt. It's good for at least half an hour of comfort as the cold spreads through your body. Then, because I bought several ice packs, I cycle to the next one and put the first back in the freezer. Not very high tech, but it does the job. Hopefully you find some relief from the horrors of the heat.
