He's saying that there's essentially not enough evidence for the other crimes for him to be convicted. There's suspicions and/or weird coincidences but no hard evidence.

Am i the only one who feels bad for Cyril? By all accounts, it seems like he's been a general force for good amd stability, if excessively harsh on his own son (who actually deserved it). It feels bad to frame a guy who has stalwartly been fighting demons and getting his son out of trouble most of the time. What did i miss that makes him such a villain? Is it just the marriage with Cate? That is pretty bad, but to frame him for murder feels too far.
