We could certainly use some ultrarich funded public works projects at this point in our current timeline. I would enjoy that much more than record low taxes and record high net worth statistics.

Probably kinda. Persama and Tlaxhuaco would both use local time. Akana, Baracuel, and the few places in Zhighua that have trains would want to have anything on the tracks with clocks on the same time (though they also have signals they can send down the tracks), but plenty of places not linked by train (e.g. a village like Arriroba) would still use the local time. However, there isn't a reason I can think of to have a unified time zone system in Enteria yet.
