Hattley was trying to not get Ray promoted as an attempt to save him from the point of no return. However, this is exactly what Fisk had been aiming for. Or should I say Kingpin. I know that his last one-on-one conversation with Dutton clinging to his life solidified his moniker but this is a whole other level.
