If every vampire would turn people into vampires every time they feed, the world would be full of vampires, it's little bit more compicated that this, but will be explainded. Damon has a plan apparently. And you are correct to feel a bit weiry of Stefan too. Elena is a seventeen years old girl in a very small town that is grieving and bumped into this very actractive man living in a big mansion, mysterious and very interested, of course she jumps right into it, she is grabbing every bit of happiness she can grab in the situation she's in.
