Bait in UK slang means to be obvious often in legal or with consequences like "let's rob him" "nah that would be bait, everyone would know it was us". What he is saying that he wants to be able to go out and not have a cost of hassle (probably due to him becoming famous). He is using roaming and tariff as words as a motif for the previous phone line though

Its not bad quality its just that the audio playing off Bob's spotify to the stream and the audio picked up by his mic coming from his speakers isnt 100% synced up. It's very very close but just noticable
