Wes is right, currently the concepts of war crimes and the laws of war are ineffective. Just imagine that a country has laws but no police officers, then what is the point of these laws? The only time this can work is when the populations of the participating countries restrain their military from committing war crimes, but this only works in democratic countries. This creates a tricky situation where a democratic country fighting for its existence against a dictatorial regime has its hands tied because its population and other democratic countries are monitoring the war crimes committed and can influence that country. At the same time, their enemy can do whatever it wants and nothing holds it back: chemical weapons, shooting prisoners of war, brutal executions, training its FPV pilots on the enemy's civilian population (Google “human safari”), etc.
