Gem lore is kinda dark sometimes. It's kind of a class hierarchy and anyone of a higher class can treat anyone of a lower class like a tool or object. You'll see more examples of such in future episodes. So its not like the Crystal Gems are evil, its just how they behave in their own culture.

Steven wasn't really born... his mom gave up her physical form to create him... so he doesn't have a birth certificate... he's likely not a legal citizen of any country... he lives in an ancient temple on a small island with his alien aunties... Remember in Monster Buddies, Garnet mentioned that Rose tried to heal the monsters but couldn't. They've tried the healing route and it didn't work. So bubbling is the only option they know.
