It’s weird, but not unheard of. Like, the Office’s own memeplex is actually just a series of purple totems, and there’s no rule that says they have to be in the Office, or that the Office still be alive, for them to work. So it could just be something like that.

At what point do they reach out to the Wolfpack, or their contacts in the FBI to try to mobilize the national guard? This seems like a slightly bigger than the order problem
